Ellis teaches public administration and public policy courses as a visiting professor at UNC, NC State, and Duke, and is a Senior Vice President with The Mercer Group, Inc., which provides executive search and consulting services to local governments and related entities nationwide. He is also a Senior Attorney with The Brough Law Firm, PLLC, in Chapel Hill, and serves as Attorney for the Town of Spring Lake.
Ellis served for many years as Executive Director of the NC League of Municipalities, and previously as General Counsel and chief legislative lobbyist. He also practiced law with four firms. He has represented municipalities and other public and private sector entities and associations in state and federal trial and appellate courts, and before congressional committees.
He has served on several non-profit, public, and private sector boards, commissions, and committees. He assisted with the transition of North Carolina Governor-elect Roy Cooper in late 2016-early 2017, leading the assessment team that evaluated the Governor’s Office, Department of Administration, and Office of State Human Resources.
Ellis is a native of Eden, NC, and grew up in Wilmington, NC. He attended UNC-Wilmington, and earned B.A., Master’s, and Law degrees from UNC-Chapel Hill.
