The key may be that resiliency focuses on how to adapt to the realities of stronger storms, longer droughts, and more frequent major flooding. Politically-driven skepticism about climate change’s causes can’t alter the reality of enormous property damage from extreme weather. Communities anxious to survive the changes press for investments that will allow them to adapt and recover — in other words, resiliency. The opening article in this series considers how to harness this growing awareness in support of constructive long-term changes.
