The NC Department of Environmental Quality Releases a Draft Climate Action Plan
North Carolina is in the process of finalizing a Comprehensive Climate Action Plan (CCAP) under a planning grant funded by the U.S. Environmental Protection Agency (EPA) during the Biden Administration. The draft CCAP has been released by the NC Dept. of Environmental Quality (DEQ) for public comment.
The CCAP is designed to “update and expand upon North Carolina’s existing climate strategies” for equitable reduction of greenhouse gas emissions. See the full CCAP here.

DEQ is accepting public comments on the draft through October 6. Comments may be submitted by using this form. Alternatively, comments may be submitted by email to cprg@deq.nc.gov with “CPRG Input” in the subject line. CPRG refers to the Climate Pollution Reduction Grant under which the draft action plan has been developed for review. Under the terms of the grant, the final plan must be reported to the EPA in December 2025.

- attracting $21B+ in investment since 2022,
- establishing us as #5 in the nation for solar capacity
Additionally, just in 2025 we have seen $433M in new investment in quarter 1 of 2025 and 535 new jobs. Clean energy is an economic driver, not a hindrance! While electric bills are going up, clean energy is part of the solution. Solar and wind are the cheapest sources of power to build and maintain.
Despite all the attacks on clean energy, North Carolina’s clean energy economy is still booming.
