Equitable Federal Climate Policy Implementation

THE PROBLEM

Rising Energy Costs, Less Clean Energy

In 2022, one of the biggest climate laws in U.S. history passed with bipartisan support. The Inflation Reduction Act (IRA) allocated billions of dollars to states, local communities, and Indigenous tribes to strengthen their resiliency to extreme weather, build stronger infrastructure, and accelerate local transitions to clean energy technologies.

However, in 2025 much of that funding was illegally clawed back by the federal government. Communities are left unsure of what programs still exist and what they qualify for. Local governments and businesses have been forced to scale down staff and pivot away from innovative, necessary projects. Residents have been left with rising power bills and fewer ways to transition to clean, affordable energy.

THE SOLUTION

Helping Communities Access Clean Energy Benefits and Resources

In January of 2024, NCLCV/F and our coalition partners launched EnergyFundsforAll.org, a website focused on climate and clean energy funding for the Carolinas. Using our toolkit website, we meet communities where they’re at and match them with funding opportunities to lower their energy bills, go solar, and more. We work directly with state and local governments to educate residents and improve program design for all Carolinians to access affordable, clean energy.

We are preparing to launch our Clean Energy Community Navigator program, a localized effort to connect residents with available funding for energy efficiency. Residents with an interest in energy efficiency and electrification will be trained on how to educate and help their friends, family, congregations, and neighborhoods apply for assistance programs, rebates, and more.

OUR IMPACT

Delivering Education and Resources from the Mountains to the Coast

We are a leading partner in the IRA Coordinating Group, a collection of educational, social justice, housing, and environmental organizations working to educate folks on the ground about clean energy funding.

We also serve as the primary outreach arm of Energy Funds for All. We have hosted events, canvassed, and provided assistance in over 45 counties throughout North Carolina. From homeowners associations to local governments to corporate partnerships, our local partners help us reach residents outside of our usual influence to get them the support they need.

Power the Vote, an NCLCVF program, canvassed neighborhoods in Eastern NC for both civic education and to spread the word on Energy Funds for All. Over a four month period, they knocked on 226,000 doors and connected with over 40,000 residents.
