After retiring as emergency management director, Ann continues to serve the community that she’s always called home. Please thank Ann for supporting clean energy projects that have created good jobs and helped grow Washington’s economy.
Ann Keyes knows that the key to success in rural communities is hardworking neighbors who look out for each other.
Keyes serves on the board of the Martin-Tyrrell-Washington Health District — a collaboration of three counties working together to get folks the care they need, including providing a public van service to pick people up for doctor’s appointments.
“Coming from a small rural area, you have to pull all your resources together,” Keyes says.
Lewis "LC" Hoggard III

Lewis “LC” Hoggard III is an entrepreneur who knows how to bring new jobs to Bertie County.
Born and raised in Windsor, Lewis “LC” Hoggard III now runs the barber shop his grandfather opened over 100 years ago.
As a Windsor Town Councilman, LC was tapped to help lead the delivery of American Rescue Plan funding and services to Eastern North Carolina. In 2011, The Windsor/Bertie County Chamber of Commerce praised LC’s leadership with the Outstanding Citizen Award.
Now, he wants to continue to serve his community that raised him.
Pastor Darrel "BJ" Gibson Jr.
Darrel “BJ” Gibson Jr. knows that we need to expand Pre-K, pay our teachers, and set our students up for success!
Darrel “BJ” Gibson, Jr. has served our community as a volunteer board member with Habitat for Humanity, the NAACP, and the Board of Education.
Pastor Gibson currently serves us on the Scotland County Board of Commissioners, and wants to continue to serve Scotland County.
